4 Power: Vindication: Using a Spell Surged ability reduces the active cooldowns of your Utility abilities by 1s.
5 Power: + 0.30% Strikethrough
6 Power: + 0.27% Critical Hit Chance
7 Power: + 1.20% Critical Hit Severity
8 Power: Vindication: Landing a hit with Charged Shot C2+, True Shot, or Assassinate grants an Empower for 4s. Empower: Increases your PvP Power by 5%. Stacks 2 times.

(4) and (8) are disabled while in PvE instances.
